As they start to calm down I'll go to "level 4 means a couple people are talking"...."Level 5 means I can talk and you can learn.....thank you". It may take a few weeks but you will eventually just be able to raise your fingers without saying a word. If the class is particularly difficult, you could have a stopwatch and keep track of how long it took them to get to level 5. Post it on the board and challange them to beat their record each time.
